Building maintenance in Cyprus: what to check and how often

What a Cypriot building actually needs checked, how often, and which of it is your job rather than a contractor's — set against the island's rain season.

Almost everything a Cypriot building needs from a contractor is envelope work: flat roof membranes, balcony edges, render, sealant joints and rainwater outlets. Look at those twice a year — once before the rain arrives and once after it has gone — and most of the building looks after itself. Skip them long enough and the job stops being maintenance and becomes structural repair, which is a different trade and a different order of cost.

Why the climate matters here

Cyprus does two kinds of damage, at opposite ends of the year.

The long dry half does it slowly. Ultraviolet light degrades exposed membranes, mastic and plastic rainwater goods until they go chalky and then brittle. Heat moves the structure: a concrete flat roof expands through the afternoon and contracts overnight, and every cycle works at the joints between roof and parapet, balcony and wall. Inland is worse rather than better — Nicosia sits away from the moderating sea and sees the widest temperature range on the island, so parapet joints there open faster than the coast would suggest.

The wet half then finds every joint the summer opened. Rain here concentrates between November and March, often as short heavy storms that test drainage capacity rather than waterproofing patience. A blocked outlet that would be harmless in a drizzle climate puts standing water on a roof within the hour.

Where you are changes the list:

  • Coastal exposure. In Kato Paphos, salt-laden air is a constant load: galvanised and marine-grade fixings are the standard specification, and mild steel balustrades and brackets corrode visibly faster than inland.
  • High-rise Limassol. Rapid coastal development has left stock where the recurring items are balcony waterproofing and facade repair — both access-equipment jobs, both expensive to reach twice.
  • Older apartment blocks. Much of Strovolos is 1970s to 1990s stock, where the pressing work is services rather than envelope: original wiring and pipework reaching the end of their lives together.
  • Ground movement. Parts of Pissouri have known ground movement, so structural surveys are routine before major work and a crack there deserves a different response from the same crack elsewhere.

The maintenance schedule

Two rounds a year, one before the rain and one after it, plus a handful of things on longer cycles.

  1. Before the rain — late October

    Clear every roof outlet, gutter and downpipe, including the ones you cannot see from the ground. Check membrane laps and upstands where they turn up a parapet, and the collar around every roof penetration — aerial masts, water heater feet, air conditioning brackets. Test balcony falls with a bucket of water. Run a fingernail along window and door perimeter sealant: if it has gone hard and lost its grip on one side, it is no longer a seal.

  2. After the rain — April

    This round is about evidence. Staining on soffits, salt bloom on internal walls, blistered paint at skirting level, a damp shadow under a balcony, tide marks in the store room. Water tracks sideways before it appears, so photograph where it shows — the leak is uphill of the stain.

  3. On a longer cycle

    Exterior decoration, flat roof membrane overhaul, re-coating of steel railings and canopies, timber pergola treatment, and drainage or septic servicing outside the sewer network. None is annual, all are predictable, and the interval is shorter on coastal elevations than inland.

Keep a dated photo record: one folder, the same viewpoints, the same month each year. A crack photographed once is an argument; the same crack photographed in three consecutive Aprils is evidence, and evidence is what lets an engineer tell you whether anything is moving.

What you can do yourself

More than most people assume, and all of it from ground level:

  • Clearing outlets, gutters and the debris that collects behind parapets.
  • Rinsing salt off railings, gates and window frames on coastal properties — fresh water, regularly, does more for galvanised steel than any coating applied afterwards.
  • Cutting planting back off render, and moving pots and soil beds away from wall bases.
  • Checking sealant joints by hand and noting which have failed.
  • Interior redecoration and the making good that goes with it.

What to leave alone: the edge of a flat roof or balcony without proper edge protection, anything needing a ladder against a facade, and anything that means cutting into render or a slab to see what is underneath. In a block of flats, common areas are a management committee decision rather than an owner's, and paying for them privately rarely ends well.

What needs a professional

Cracks that behave badly. A hairline shrinkage crack in render is cosmetic. A crack that steps diagonally through blockwork, is wider at one end than the other, or reopens after filling is a movement crack, and it needs a structural engineer registered with ETEK rather than a bag of filler. Ask for the registration number; anyone who has one gives it in a sentence.

Waterproofing. Roof and balcony waterproofing fails at details, not in the middle of a field of membrane: upstand heights, outlet collars, the threshold junction, the fall to the drain. None of those is fixed by a coat of liquid rubber over the top, and a quote naming a product but not the details is not a waterproofing quote.

Anything at height. Facade repair, render patching and balcony soffits need access equipment, and that needs a contractor with public liability cover in force on the dates of your job. Ask for the certificate rather than a statement, and check the dates on it.

Anything not like-for-like. Repairing what is there in the same form generally sits outside the permit system. Changing structure, altering the envelope or adding footprint does not, and enclosing a veranda is the case people most often get wrong. Main contractor or single trade? One trade with a clear boundary — a repaint, a run of new gutters — go direct. Work that crosses trades, or where something must be opened up before the rest can be priced, is worth a main contractor's margin to own the sequence. Cost of neglect

Maintenance repays attention here because the failure ladder has very unequal rungs.

A failed sealant joint is a morning's work for one trade. Left alone, water gets behind the render and the render debonds: a larger area, scaffolding, a repaint. Left longer, water reaches the reinforcement in a balcony or slab edge, the steel corrodes, and corroding steel expands and pushes the concrete cover off from the inside. That last stage — spalling — means breaking out to sound material, treating the steel, rebuilding the profile and reinstating the waterproofing. Each rung is a different trade and a different order of number.

What decides where you land is not the age of the building. It is how long water has been getting in, whether the reinforcement has started to corrode, and whether the element is a cantilever balcony where the top face is the structural one. Rust-coloured weeping under a balcony, and concrete that sounds hollow when tapped, are the signals that the cheap window has closed.

Worth knowing: property insurance here generally responds to sudden escape of water rather than to gradual ingress an owner would have noticed, so deferred maintenance tends to be uninsured by definition.

Common questions

How often should a flat roof be inspected in Cyprus?

Twice a year: late October before the rain season, April after it. October is about drainage and joints; April is about finding evidence of what got through.

Can I just paint over a crack?

Only if it is a shrinkage crack in render that has stopped moving. If it steps through blockwork, varies in width along its length, or reopens after filling, painting over it hides the symptom and loses you the record of how fast it grows.

Do I need a permit for repairs?

Like-for-like repair generally does not. Work that changes structure, alters the envelope or adds floor area generally does — enclosing a veranda is the common trap. Check with the Department of Town Planning and Housing first.

What does an emergency call-out actually cover?

Making it safe and stopping the water, not finishing the repair. A storm call-out buys a temporary cover, a cleared outlet or a propped element; the permanent work is priced afterwards in daylight. Agree that split on the phone.
