Roofing contractor options, compared for Cyprus
Most Cyprus roofs are flat concrete, so the real choice is which waterproofing system goes on top. How the options compare, and what each costs to keep.

Most Cyprus roofs are flat reinforced concrete slabs, so hiring a roofing contractor here usually means choosing a waterproofing system rather than choosing a roof. That choice decides almost everything that follows: what you pay now, how often somebody has to go back up, and whether the ceiling below stains in the first heavy November rain.
The pitched-tile trade exists too, mainly on newer villas and on hillside developments, and it is a different specification with different failure points. Work out which of the two you have before you read a single quote.
The options
Torch-applied bitumen membrane
Reinforced bitumen sheets, rolled out and bonded with a gas torch, usually in two layers with laps staggered. The traditional Cyprus flat-roof system and still the default on new slabs.
Strong points: proven, repairable in patches, tolerant of a slab that is not perfectly flat. Weak points: the laps and the upstands are where it fails, so it depends heavily on the person doing the work rather than on the product. On an occupied roof, the torch is a live hot-work risk and the contractor should have that written into their method and their insurance.
Liquid-applied elastomeric coating
A brush- or roller-applied acrylic or polyurethane membrane, built up in coats, usually with reinforcing fleece at junctions. Seamless, which removes the lap problem entirely, and it goes over most existing surfaces without stripping them.
Strong points: no seams, light reflective finish, straightforward detailing around pipe penetrations and parapets — the places flat roofs actually leak. Weak points: it is a coating, not a sheet, so it has a stated recoat interval and it depends on film thickness being achieved. A quote that does not say how many coats and what product is not a quote for a system, it is a quote for paint.
Insulated warm-roof build-up
Rigid insulation boards laid over the slab with the waterproofing above them, finished with a protective layer. More work and more height, so parapet levels, thresholds and rainwater outlets all have to be checked before it is specified.
This is the option that changes the electricity bill rather than just stopping water. On an uninsulated concrete slab under Cyprus sun, the roof is usually the largest single heat gain into the top floor, and the top-floor flat that is unliveable by mid-afternoon often has nothing above the concrete at all.
Cementitious and crystalline treatments
Slurry or crystalline waterproofing applied into the concrete itself rather than sitting on top. Mostly used on retaining structures, tanks and basement slabs, but it appears in Cyprus roof quotes as a repair for localised slab defects. Fine for that; not a substitute for a membrane over the whole roof.
Pitched tile roofing
Concrete or ceramic tiles on battens over a breather membrane, on a timber or concrete pitched structure. Common on newer detached housing.
Failure here is rarely the tile. It is fixings, ridge and hip bedding, valley detailing and the membrane underneath. Near the coast the fixings question is the whole question, and a tile roof re-laid with standard fixings within sight of the sea is a job that will be done twice.

Ranges move with roof area, access, how much of the old covering has to come off, and whether anything has to be craned. Treat published figures as a check on a quote rather than as the quote.
Two lines to look for in any roofing quote, because they are where the differences between contractors actually sit: what happens to the existing covering, and how the outlets, upstands and parapet junctions are detailed. Everything else is broadly comparable between honest quotes.
Which suits which property
Top-floor apartments in Nicosia and inland towns sit under the widest temperature swing on the island, and that drives the insulation decision more than the waterproofing one. If you are opening the roof anyway, a warm-roof build-up is the moment to do it. Doing waterproofing now and insulation a few years later means paying for the same access twice.
Coastal properties, and Kato Paphos is the clearest case, live in salt-laden air. Anything mechanically fixed needs galvanised or marine-grade fixings written into the specification, and the same applies to rainwater goods, roof-mounted plant frames and safety anchors. This is the specification line that most often quietly disappears from a cheaper quote.
Limassol high-rise and newer blocks have pushed most of the demand towards balcony waterproofing and facade maintenance rather than roof slabs. The detailing at a balcony-to-wall junction is the same problem as a roof upstand, and the contractors who are good at one are usually the ones to ask about the other.
Hillside plots around Peyia cap what can get up the access road. Roll goods, insulation boards and gas bottles all arrive by vehicle, and if the vehicle cannot make the turn the material arrives in smaller loads with more labour attached. Ask how they intend to deliver before comparing prices.
Seasonal lets in Ayia Napa and Paralimni have a working window from November to March, which is also the wettest part of the year. Liquid systems need a dry window and a surface temperature above the product's stated minimum to cure properly, so a coating booked for January needs a contractor who will stop when the weather says stop — and a programme with room for that.
Cost over ten years
The ten-year figure for a roof is the installation plus the interventions, and the system you choose sets the interval between interventions before anybody has picked up a tool.
Ask for the stated service life and the recoat interval in writing, from the product datasheet rather than from the contractor. Cyprus UV loading is at the harsh end of what European datasheets assume, so the interval that applies here is usually the shorter end of the published band. Two quotes on different systems cannot be compared at all until you know how many times each one has to be revisited.
Count the access cost each time, not just the material. On a two-storey block, getting people and material safely onto the roof can rival the cost of the covering for a small area. A system that needs revisiting more often is paying that access cost more often, and this is what makes the cheapest quote expensive.
Budget for the details, not the field. Roofs almost never fail in the middle. They fail at outlets that were never cleared, at upstands that were terminated short, and at anything that was fixed through the membrane after completion — satellite brackets, air conditioning frames, solar mounting feet. If solar is likely later, say so now, and have the roof detailed for the penetrations while the contractor is up there.
Clear the outlets before and after the wet season. Cyprus flat roofs with blocked outlets hold water against upstands and parapets, which is one of the commonest routes from a sound roof to a stained ceiling. It costs an afternoon.
Check the permit position before you commit. Renewing a covering in place is different from altering roof structure, pitch or height, or from enclosing a roof terrace — those need planning and building permits, with drawings certified by an ETEK-registered professional. Confirm which you are doing with the Department of Town Planning and Housing before signing anything, because retrospective regularisation costs far more than asking.
Common questions
Can a coating go straight over the old membrane?
Sometimes, and it is one of the reasons liquid systems are popular here — but only if the existing covering is sound, compatible and properly prepared. A contractor who says yes without going up and cutting a test patch has not checked.
Does a new roof covering need a permit?
Renewing a covering in place generally does not; changing structure, pitch, height or enclosing a terrace does. The safe move is to confirm with the Department of Town Planning and Housing rather than take it from the contractor, since the consequence lands on the owner.
When is the best time of year to do a Cyprus roof?
Spring and autumn. Summer surface temperatures on a flat slab make working conditions difficult and can exceed application limits for some products; winter brings the rain windows. Autumn also puts the work in before the wet season rather than after the leak.
Should I add insulation at the same time?
If the space below is occupied and the slab is bare, yes — the access is already paid for and the roof is usually the biggest heat gain into a top floor. The Ministry of Energy, Commerce and Industry publishes the current building energy requirements and any support schemes, which is worth checking before the work is specified rather than after.
How do I compare two roofing quotes fairly?
Give both contractors the same roof area, the same statement about what happens to the existing covering, and the same list of penetrations and upstands. Then ask each for the product name, the number of coats or layers, and the stated life. The systems will still differ, but the differences will be the real ones.
