Three different jobs get quoted in Nicosia under the single word "roof": a recoat of a flat roof that is still sound, a strip and rebuild down to the concrete slab with new insulation, and a repair or replacement on a tiled pitch. Comparing totals without knowing which one is in front of you tells you nothing. The ranges we hold for the district are in the table below, read at page load rather than typed into this article. What follows is what pushes a Nicosia roof to the top or the bottom of one.

Local market summary

Nicosia is the largest district by population and the only one of the five that sits inland, and both facts shape the trade here.

The default roof is flat: a concrete slab, a screed laid to fall, a waterproofing layer, and standing on top of it a solar water cylinder, air conditioning condensers and a water tank. Pitched tiled roofs appear on newer detached housing in Tseri, Geri and Dali, but across the district most roofing work is waterproofing and insulation rather than tiling. The firms are not interchangeable: covering specialists live on membranes and liquid systems, general builders rebuild decks, and fewer do tiled roofs properly. Ask what share of a contractor's last year looked like your job.

Building stock decides the rest. Strovolos, Lakatamia and the older inner suburbs are dominated by apartment blocks built between the 1970s and the 1990s, where rewiring and replumbing lead the renovation queue and the roof is usually addressed only once it has failed. On a block the roof is common property: the management committee decides, the quote is addressed to the block rather than to one owner, and the delay is in reaching agreement rather than in finding a contractor. Around the walled old city, buildings are often listed or sit inside a designated preservation area, where changing a roof profile, tile type or parapet can need approval from the Department of Town Planning and Housing first. Few firms here work that route, and those that do say so without hesitating.

What it costs here

Read them together: the national table shows what the trade charges, the district table where Nicosia sits inside that. Each figure carries its sample size and the month recorded.

Quotes arrive in three shapes. Per square metre suits a covering replacement over a measured area and compares cleanly, provided every firm is pricing the same build-up. Day rate plus materials is the honest shape for leak tracing and patch repair, where nobody can see the extent until the covering is opened; insisting on a fixed price there buys a number with the worst case inside it. Fixed price against a written specification is for a strip and rebuild, and is worth having only if the same specification went to every firm.

What separates two quotes on the same roof is the build-up, not the brand of membrane. Ask each contractor to put in writing: how falls are achieved and where the water ends up; insulation type, thickness and whether it sits above or below the waterproofing; the system by name and how many layers; how upstands are terminated at parapets and how each penetration is detailed; what happens to the solar cylinder and who reconnects it; the warranty and whose it is; and who removes the old deck. A firm that answers all seven is quoting the same job as the next one.

One tax point before signing: a reduced VAT rate can apply to renovation of a private residence where the Tax Department's conditions are met, including how long the property has been in use. The contractor applies the rate, so ask which one is in the quote and on what basis, and confirm it with the Tax Department.

Local conditions that change the job

The temperature swing. Nicosia's inland position gives it the widest temperature range on the island, and on a flat roof that is structural rather than a comfort issue. The deck expands and contracts daily, which opens joints at parapet upstands and cracks rigid screeds. A covering here needs movement designed into it — properly formed upstands, reinforced detailing at junctions — and a light finish so the membrane runs cooler.

Work windows. Torch-applied and liquid systems carry temperature and substrate-moisture limits from the manufacturer, and both ends of the Nicosia year push against them: midsummer deck temperatures rule out some liquid systems by mid-morning, and a January substrate can be too damp to coat. Spring and autumn are the reliable windows, and crews book them out first. Rainfall concentrates in winter, so leaks appear in November, the same week everyone else in the district finds theirs — inspecting in September is the difference between a planned job and an emergency call-out on a wet roof, where nothing beyond a temporary repair is honest.

Everything standing on the roof. Almost every property here has a solar water cylinder up there, and its feet, pipe runs and the condenser plinths beside it are where leaks start. A recoat that runs around those feet instead of lifting the equipment and detailing underneath is a short-term fix priced as a long-term one. Older decks also pond, because falls were shallow and outlets half blocked, and standing water shortens the life of any covering.

Insulation is a cooling decision here. Adding insulation at roof level is specified against summer cooling load as much as winter heat loss in this climate, and the top floor of a block feels it first. It is only cheap while the roof is open, so decide before the deck comes off.

Older fibre-cement sheeting. Corrugated roofs on garages and outbuildings from the older period can contain asbestos. It is removed and disposed of under licensed procedures, not by the crew fitting your new covering. A quote proposing to break it up and skip it is wrong.

Access. The district is flat, which helps compared with hillside plots elsewhere on the island. The constraint is street width in the older central areas, where standing a hoist or parking a skip is arranged with the municipality.

Companies covering the area

That is a shortlist, not a decision. Verify the registration number yourself — it takes about a minute at the Registrar — and ask for a public liability certificate showing cover in force across your work dates, with the dates visible. A statement that insurance exists is not the same document. If the slab is cracked, deflecting or spalling, that is a structural question and belongs with an engineer registered with ETEK first.

Common questions

Can I recoat over the existing covering instead of stripping it?

Sometimes, and it is much the cheaper option when genuinely available. It depends on how many layers are already there, whether the existing covering is compatible with the new system, and whether water is trapped in the build-up — coating over a wet deck seals moisture in and it returns as blisters. Test cuts answer that; judging from the surface does not.

Who decides on an apartment block roof, and who pays?

The decision belongs to the management committee under the block's own rules, and the cost is shared like other communal expenditure. The top-floor owners feel the leak first and the ground floor is asked to contribute, which is where these projects stall. One written specification quoted by three firms and circulated moves the discussion faster than any single quote.
