Roofing in Cyprus: the questions people actually ask
Recorded roofing ranges for Cyprus, why quotes for the same roof differ so widely, who authorises work on a block, and what to check before you accept one.

Roofing in Cyprus is priced per square metre, and the two ranges most households meet are €18–45 per m² for a two-coat liquid membrane on a flat roof, median €28, and €35–95 per m², median €55, for tile replacement including battens. Those numbers answer less than people expect, because on a Cypriot roof the covering is rarely the whole job. Access, whatever is standing on the deck, and whether water has already reached the structure move a quote further than the product does.
Here are the questions that come up most before anyone signs, with short answers, then what actually decides which end of a range you land on.

Short answers
Cost per square metre. Use the ranges above as the covering element only, and expect district variation on top: recorded roofing quotes run about 12% above the island median in Limassol and about 6% above in Paphos, while Larnaca sits around 4% below and the Famagusta district — Paralimni, Ayia Napa, Protaras — around 8% below. That spread is labour availability and travel, not quality.
Why quotes double. Almost always because they are not the same scope. One has priced overlaying the existing covering, another has priced stripping back to the slab. One includes scaffold and edge protection, another assumes a ladder. One has allowed for moving rooftop plant. Compare the specifications first and the totals second.
Repair or recover. The evidence is the condition of the covering across the whole field, not at the leak. While the membrane still has life, patching is right. Once bitumen has gone brittle everywhere, each patch simply moves the failure a metre, and recovering is the cheaper answer even though the invoice is larger. Ask what the roofer saw that made them choose one over the other.
Stripping and disposal. Ask explicitly. Removing an old covering, getting it off the roof and disposing of it legally is a separate cost line and a common omission in the cheaper quote.
The plant on the roof. Cypriot flat roofs carry solar water heaters, cold tanks, AC condensers, dishes and increasingly PV arrays. Everything has to be disconnected, lifted, stored and reinstated. Establish who does it, who reconnects it, and who is liable if a solar circuit is drained and refilled badly. This is frequently the largest hidden line in a roofing job.
Guarantees. Two separate things: the manufacturer's product warranty and the contractor's workmanship guarantee. The first is worth little without correct application; the second is only worth the years the company stays trading. Get both in writing with the product name, the number of coats or layers, and the upstand heights.
Programme. A straightforward flat-roof recovering on an unencumbered deck is measured in days rather than weeks. Add plant removal, screed corrections to fix falls, or concrete repair, and it becomes a project with a sequence.
Winter work. Most systems need a dry, sound substrate and a temperature window, which is why roofers are booked out the moment the rain starts. A defect found in September gets fixed properly; the same defect reported in December gets a temporary repair and a place in the queue.
Blocks. The roof of an apartment block is common property. The management committee decides, the cost is shared under the building's arrangements, and an owner commissioning private work on a communal deck creates a liability problem alongside a technical one.
Permits. Recovering like for like is maintenance. Changing the height or profile, adding a structure, enclosing a roof terrace or altering the external appearance moves into the Streets and Buildings Regulation Law, Cap. 96, and needs permission before work starts. Ask the local authority and the Department of Town Planning and Housing before the scaffold goes up, not after.
Where the answer depends
Access. This is the single biggest reason two identical roofs quote differently. Whether a lorry can reach the plot, whether scaffold or a hoist is needed, whether materials go up by crane or by hand. On the hillside plots around Peyia, steep roads limit crane and delivery vehicle size, and that constraint alone can decide which system is used.
What the building is. In Limassol, rapid high-rise development has pushed balcony waterproofing and facade maintenance to the front of the queue, and on a tower a balcony deck is a roof under another name — with access from below, edge protection and residents to work around. A single-storey village house is a different exercise entirely.
Where it sits. Along the Kato Paphos seafront, salt-laden air is a standing assumption and marine-grade fixings are the local norm, so trims, flashings and rainwater goods are specified differently from the same job inland. Inland the enemy is dust, which silts up outlets until a flat roof becomes a shallow tank.
Season and use. Around Ayia Napa the accommodation stock is seasonal and refurbishment concentrates into November to March — which is also the wet season, so roof works there need weather contingency written into the programme rather than assumed.
Whether water reached the structure. A defect caught at the covering is a covering repair. Water sitting in the build-up for two wet seasons soaks the insulation and carries chlorides down to the reinforcement, and concrete repair is a different trade at a different order of cost.
What nobody asks but should
What is the build-up, and what is the new system compatible with? Applying a coating over an unidentified or lifting membrane is the classic expensive mistake. The answer should name the existing covering.
How are the penetrations detailed? Every pipe, cable and bracket through the waterproofing is a potential leak. Ask how each is collared and sealed.
What happens to the falls? If water stood on the roof before, it will stand on the new covering too unless the falls or outlets are corrected. Photograph ponding after a storm and show the photograph at quotation stage.

Who inspects it afterwards, and when? The rhythm that suits these roofs is twice a year, before and after the wet season, with a fuller survey every few years. Agree the first post-completion inspection while you still have the contractor's attention.
Common questions
What should actually be written on a roofing quote?
Area in square metres, the existing build-up, the product name and number of layers or coats, upstand heights, how penetrations and outlets are treated, whether stripping and disposal are included, access and scaffold, what happens to rooftop plant, and the guarantee terms. A one-line quote for a roof is not a quote.
Can roofing be combined with a solar or PV installation?
It should be, if both are due. Fixing an array to a roof that needs recovering means paying to remove and refit it within a few years. Sequence the roof first and have the array fixed through detailed, sealed penetrations afterwards.
Is a workmanship guarantee worth anything?
Only as far as the company behind it. Check how long the business has been trading and that it is a registered entity rather than an individual working informally, and keep the quote, the specification and the dated photographs — that paperwork is what makes a claim possible at all.
The roof leaks now and it is already raining. What can be done?
Temporary containment: clearing outlets, a patch on a dried area, protecting the contents below. Permanent work waits for a dry window. Use the wet period to document where water enters and where it shows inside, because on a flat roof those two points are often nowhere near each other.
