Plumbing in Cyprus: the questions people actually ask
What a plumber in Cyprus charges and what that rate covers, who pays for a shared riser, when a permit applies, and why three quotes come back so far apart.

Almost every plumbing question in Cyprus is really a question about money, and the useful starting point is that plumbing here is sold by the hour rather than by the job: recorded ranges sit at €30–60 per hour for call-out and labour, with materials on top. The second thing worth knowing is that the plumbing is rarely the expensive part of a plumbing bill. The tiling, plaster and paint that go back afterwards usually are.
Below are the questions that come up most before someone decides to call, then the variables that decide where in a range your job lands.

Short answers
What you are paying for. The hourly rate buys attendance, diagnosis and labour. Parts, a replacement cylinder and hire equipment are separate lines, and so is a second visit if the part is not on the van. Ask whether travel sits inside the rate — that one question explains much of the spread between quotes.
Call-out with no fix. Attendance is chargeable whatever the outcome. An hour spent establishing that a pressure problem is the supply rather than your pipework is billable, and it is money well spent, because it stops you paying for the wrong repair.
Hot water. Cypriot homes generally take hot water from a rooftop solar cylinder with an immersion backup. Cold water in December usually means the backup element or its thermostat rather than the panels; cold water in August points at the cylinder or the circuit. Either way the fault is on the roof.
Fixed prices. You can get one, but only for defined work: replacing a cylinder, fitting a pressure pump, moving a sink. Nobody quotes a fixed price to find a leak, because the search is the job. Split it into diagnosis at an hourly rate and repair at a fixed price once the fault is known.
Shared risers. In a block the riser, the communal pump and the shared drain belong to the building, not to you, and works are the management committee's decision. A private repair to a communal pipe creates a liability problem on top of a plumbing one, and it rarely gets reimbursed.
Permits. Replacing plumbing like for like is maintenance and needs nothing. Structural work — cutting into a load-bearing element, adding a bathroom in an extension — falls under the Streets and Buildings Regulation Law, Cap. 96, where around 120 days is a typical wait for a building permit. Plan around that rather than discovering it mid-project.
All or part. Replacing galvanised or early plastic pipework in an occupied property is recorded at €40–100 per m². Patching one failed branch is cheaper today and dearer over five years if the rest of the run is the same age and material. The test is whether the failure was an event or the first of a series.
Time without water. A tap change is minutes, a cylinder swap most of a day. A replumb runs room by room, and a competent programme leaves you with a working bathroom every night. Ask for that explicitly; it is a scheduling decision, not a technical one.
Making good. Assume not, unless the quote says so. Most plumbers leave you a sound pipe and a hole, and whether tiling, plastering and painting sit inside the quote is the commonest misunderstanding on a plumbing invoice.
Spread between quotes. Three quotes diverge because they are not pricing the same job: one assumes chasing the wall, one assumes surface pipework in a boxed duct, one has included making good. Read what is being priced before comparing totals.
Where the answer depends
Whether the pipe is exposed or buried. A leak on rooftop pipework is an afternoon with a ladder. The same leak under screed brings in acoustic or thermal detection, breaking out, making good and retiling — and the retiling is normally the largest line on the invoice.
What the building is. Strovolos and the surrounding Nicosia suburbs are largely blocks from the 1970s to the 1990s, where replumbing and rewiring dominate renovation work. In that stock the original galvanised risers are near the end of their life, one pinhole is a building-wide question, and the answer is a planned programme rather than a run of emergency call-outs. In newer detached housing an isolated failure is usually just that.
Where you are. Salt-laden air is the standing assumption in Kato Paphos and along the seafront, which is why galvanised and marine-grade fixings are the local norm and why exposed clips, valves and brackets corrode faster there than the same components a few kilometres inland. Distance costs too: Polis Chrysochous is far enough from the contractor base in Paphos that travel time shows up in quoted day rates, and around Peyia steep access roads limit vehicle size, so getting a new cylinder to the roof becomes its own line.
When you call. Out-of-hours attendance is priced differently from a booked appointment across the island, and the wait for a non-emergency booking stretches in August. If it can wait until Monday morning, it should.
Whether anything was ever serviced. The maintenance rhythm that suits Cypriot plumbing is a quarterly look at the rooftop plant, an annual cylinder and pressure service, and drainage cleared before each wet season. A cylinder that has never had its anode checked does not degrade gracefully; it fails as a unit, and a replacement has to be lifted onto a roof.
What nobody asks but should
Ask these before you agree to anything. They cost nothing and they prevent most disputes.
Is your registration and insurance current, and can I see it? Registration status is a document, not an opinion. Our plumbing trade pages record it as checked against source, and the district and town coverage pages exist because travel is a genuine line in a Cypriot quote.
Who is liable for the flat below? In a block, water on a neighbour's ceiling is the expensive outcome. Establish in advance whose insurance answers for it.
Where is the isolation, and does it turn? In many Cypriot properties the main stopcock sits outside at the meter under a flush cover. Find it now rather than in the dark with water coming through a ceiling.
What happens if the fault is not what we think it is? Agree how a change of scope is priced before work starts, not when the wall is already open.
Is the warranty on parts, labour, or both? They are frequently different lengths, and a cylinder manufacturer's warranty is not the same thing as the installer standing behind the installation.
Common questions
Do plumbers in Cyprus have to be registered?
A trading business has to be registered as a business, and that is checkable against the Registrar of Companies. Ask separately about public liability cover, which is the thing that actually matters when a repair goes wrong in someone else's property.
Can I supply my own materials?
Often yes, and it can make sense for taps and sanitaryware you have already chosen. Expect the warranty position to change: a plumber who did not supply the part will normally stand behind the labour only, and if a supplied item fails you are handling the replacement yourself.
The leak is coming from the flat above. What do I do first?
Photograph everything with a date, tell the owner above and the management committee in writing on the same day, and get the water isolated. Do not open up your own ceiling before the source is established — the evidence of where it came from is worth more than a day saved.
Is an emergency call-out worth it, or should I wait?
Water you cannot stop, a leak reaching another property, total loss of supply and a pressurised hot cylinder discharging are genuine emergencies. Everything else is urgent rather than emergency, and booking it normally costs less.
